Re: Supporting Landrace and Old-School Cannabis Genetics to Strengthen Missouri’s Cannabis Industry and Economic Position

Dear Honorable Members of the Missouri General Assembly:

I write to urge your attention to a critical opportunity in Missouri’s cannabis industry: the preservation, cultivation, and commercialization of authentic landrace and old-school genetics. These foundational genetics—true regional varieties developed over generations and classic lines from the 1960s–1980s—are in high demand among cultivators, breeders, and consumers nationwide. Missouri is uniquely positioned to lead in this area, and companies such as Wayback Weed LLC already hold genetics that could give our state a decisive competitive edge.

Missouri’s regulated cannabis market has matured into a substantial economic engine. With hundreds of licensed dispensaries, significant annual sales, ongoing microbusiness licensing, and a framework that has largely captured legal demand, the industry contributes meaningfully to tax revenue, jobs, and local economies. Yet as the market stabilizes, product differentiation becomes essential. Much of today’s commercial cannabis traces back to a narrow set of modern hybrid families. This genetic bottleneck has produced consistency but also sameness—similar flavors, effects, vulnerabilities and Cannabinoid Hyperemesis. Growers and consumers increasingly seek the unique terpene profiles, resilience traits, minor cannabinoids, and authentic character found in landrace and heirloom genetics.

Demand for these genetics is clear and growing. Breeders value landraces for the genetic diversity they reintroduce—traits for disease resistance, environmental adaptation, novel aromas, and hybrid vigor that modern inbred lines have lost. Consumers are shifting toward nuanced, distinctive experiences rather than solely high-THC novelty. Preservation efforts and specialty breeding programs are responding to this interest because pure landrace and carefully maintained old-school lines are becoming rare. Missouri can meet this demand by supporting the expansion and commercialization of such genetics within our in-state cultivation system.

Wayback Weed LLC, based in the Missouri Ozarks, has already assembled and preserved a curated library of clean, diverse, old-school and landrace-derived genetics. These lines represent foundational material largely unavailable elsewhere in commercial volume. Integrating and scaling these genetics across Missouri’s licensed cultivators would create products and seed stock that other states cannot easily replicate. This exclusivity would drive premium pricing, attract out-of-state buyers seeking authentic genetics, support specialized breeding and research activity, and generate additional tax revenue and high-skill employment in rural areas such as the Ozarks.

The financial benefits to Missouri are direct. Unique, high-demand genetics increase the value of Missouri-grown flower and seeds, strengthen the state’s position as a genetics hub, encourage capital investment in breeding and cultivation facilities, and help retain more of the cannabis supply chain within our borders. In a competitive multi-state market, differentiation through authentic genetics is a durable advantage—one that supports long-term industry health rather than short-term volume competition.

I respectfully request that the General Assembly and the Division of Cannabis Regulation examine policies that facilitate the responsible expansion of landrace and old-school genetics programs. This could include clarifying pathways for genetics acquisition and documentation, supporting research and preservation initiatives, and ensuring regulatory frameworks encourage rather than hinder the commercialization of unique Missouri-based genetic resources such as those maintained by Wayback Weed LLC.

Missouri already has the climate, the legal framework, the industry infrastructure, and—critically—access to rare genetics that few other states possess. Embracing landrace and old-school genetics will not only meet clear market demand but will position Missouri as a leader in the next phase of the cannabis industry. I urge you to act on this opportunity for the benefit of Missouri’s economy, its cannabis sector, and the communities it supports.

Thank you for your consideration of this important matter. I am available to provide additional information or meet with staff to discuss these points further.

Respectfully submitted,
